Boren's changes to sexual assault policy unacceptable
Posted April 11, 2011
OUDaily.com
University of Oklahoma- President David Boren has recommended changing the university’s sexual assault policy. As it stands, victims of sexual assault only have 30 days to file a student code complaint.
Boren’s recommendations include increasing the statute of limitations to 180 days to — as he put it — go along with the federal statute of limitations for sexual-assault. While the increase is a step in the right direction, Boren’s request is far from adequate.
Sexual-assault victims have both physical and mental scars. Allowing them only six months to emotionally ground themselves and file sexual assault charges with university police is a joke.

Rally celebrates shift in assault policy
Posted April 14, 2011
OUDaily.com
Norman- A proposed sit-in by a student organization in the building housing OU President David Boren’s office became a celebration on the North Oval on Wednesday after administrators agreed to change the university’s sexual-assault policies.
OU students gathered at noon Wednesday outside Evans Hall to celebrate an increase in the statute of limitations for student-filed claims of sexual assault and the prospect of increased campus education regarding the issue.
“We are celebrating the changes that apparently [President] Boren is going to be implementing: the one year statute of limitations from the 30 days, the possibility of mandatory sexual assault education for freshmen and then OUPD being more knowledgeable on the policies they’re supposed to be enforcing,” said Jordan Ward, social sciences and women’s and gender studies sophomore.

OU students rally in support of sexual assault victims, urge changes in reporting policies

NORMAN — About 40 University of Oklahoma students rallied on the North Oval on Wednesday to show support for sexual assault victims and urge changes in the university’s sexual assault policy.
Organizer Jordan Ward said she was raped at a fraternity party in January 2010, reported it in May and decided by the following December to seek charges against her assailant. She was told she couldn’t, because OU has a policy that charges must be filed within 30 days of filing an assault report.

Ward announced at the rally that President David Boren has agreed the 30-day policy should be changed and that he will go along with the group’s recommendation that it be extended to 365 days.Read more: http://newsok.com/ou-students-rally-in-support-of-sexual-assault-victims-urge-changes-in-reporting-policies/article/3558179#ixzz1JcgsFvSm

Abortion becomes flashpoint in shutdown battle

Posted April 8, 2011

Thanks to the House GOP's decision to add a policy "rider" defunding women's health services provider Planned Parenthood to the budget and Democrats' pushback, abortion has taken center stage in this week's government shutdown battle.
Democrats say a rider to "defund" Planned Parenthood--a national health care provider that also offers abortion services--is a prominent reason why Democrats and Republicans have failed to reach an agreement on how to fund the government past Friday's midnight deadline.
"Now the tea party--among others, but they're the biggest push--is trying to move its extreme social agenda, issues that have nothing to do with funding the government," Senate Majority Leader Harry Reid (D-Nev.) said Friday on the Senate floor. "They're willing, it appears--clearly, to throw women under the bus even if it means they'll shut down the government. Because that's where we are. That's the one issue that was remaining last night."
Federal law prohibits federal funds from being used to pay for abortions, so Planned Parenthood's abortion services are paid for by private funding. But Republicans, including House Speaker John Boehner (R-Ohio), have made defunding the organization a priority in the budget battle, seeing it as an opportune time to push their social issue agenda.

Teen girl faces rape charges

ST. GEORGE - A teenage woman arrested Saturday was charged with raping a child.

Kymmeri Laceigh Smith, who turned 18 in February, faces charges of rape and rape of a child after her arrest by the Springdale Police Department, according to an arrest report.

This is still an on-going investigation.

Smith is being held on $30,000 bail at Purgatory Correctional Facility.

At Yale, Sharper Look at Treatment of Women

Posted: April 7, 2011
NEW HAVEN — In 2008, fraternity members photographed themselves in front of the Yale Women’s Center with a poster reading, “We Love Yale Sluts.”

In 2009, a widely e-mailed “preseason scouting report” rated the desirability of about 50 newly arrived freshman women by the number of drinks a man would need in order to have sex with them.

And in October, fraternity pledges paraded through a residential quadrangle chanting: “No means yes!”

It has taken on the predictability of an annual ritual, like parents’ weekend or commencement: the outburst of raunchy male behavior that has shaken the Yale University campus in each of the last few school years.

Sex assault expert speaks at ASU event

Posted April 7, 2011 at 8:26 p.m.

— Throughout her seminar Thursday on investigating sexual assaults, Special Agent Elizabeth Rocha kept returning to the victims — keeping them a top priority.
Rocha, a forensic science consultant with the Air Force, spoke to a group of military and civilian men and women about criminal investigations — from being handed cases to clarifying facts with victims after reviewing lab results.
Donna Casey, a sexual assault response manager with Goodfellow Air Force Base, said she spent the past two months coordinating the event. Originally the seminar was scheduled to take place on base, but it was moved to ASU because the issue isn't unique to military.
People ages 18 to 26, which includes college-age students, are at the highest risk for the assaults, she said. Rocha, who is based out of San Antonio, was invited to speak on behalf of the Office of Special Investigations or OSI.
"It's not a OSI issue, it's a San Angelo issue," she said.
Nita Tinney, executive director of the Concho Valley Rape Crisis Center, said she and other staff served 337 men and women last year. Cases reported to law enforcement made up 204, and 114 clients didn't report their assault to police. Nineteen others were considered secondary clients.

Vicious Assault Shakes Texas Town

Michael Stravato for The New York Times
CLEVELAND, Tex. — The police investigation began shortly after Thanksgiving, when an elementary school student alerted a teacher to a lurid cellphone video that included one of her classmates.

The video led the police to an abandoned trailer, more evidence and, eventually, to a roundup over the last month of 18 young men and teenage boys on charges of participating in the gang rape of an 11-year-old girl in the abandoned trailer home, the authorities said.

Five suspects are students at Cleveland High School, including two members of the basketball team. Another is the 21-year-old son of a school board member. A few of the others have criminal records, from selling drugs to robbery and, in one case, manslaughter. The suspects range in age from middle schoolers to a 27-year-old.

The case has rocked this East Texas community to its core and left many residents in the working-class neighborhood where the attack took place with unanswered questions. Among them is, if the allegations are proved, how could their young men have been drawn into such an act?

“It’s just destroyed our community,” said Sheila Harrison, 48, a hospital worker who says she knows several of the defendants. “These boys have to live with this the rest of their lives.” .

College Rape Cases

College and rape. Seems the two go hand in hand...or does it. Granted the media is covered with court cases concerning college players, college students and just plainly college. You be the judge, you comment and let me know if this should be a growing concern on college campuses, and what can/should be done to prevent this.

OSU basketball player to trial for rape

April 4, 2011
STILLWATER, Okla. -- The criminal case against an OSU basketball player is moving forward.

Darrell Williams is facing five counts of rape and sexual assault. Early Monday a Payne County judge ruled there is enough evidence for the case against the Cowboys' forward to go to trial.

The judge denied a request by the defense to call their own witnesses to prove Williams' innocence.

The judge said Williams will have the opportunity to defend himself at trial.

Judge allows federal lawsuits in Duke lacrosse case

April 1,2011
A federal judge is allowing three former Duke lacrosse players falsely accused of rape to pursue a civil lawsuit against the prosecutor and police investigators who handled their case.

U.S. District Judge James Beaty ruled Thursday that the players – Reade Seligmann, Collin Finnerty and Dave Evans –  can pursue claims such as malicious prosecution, concealment of evidence and fabrication of false evidence against former Durham County District Attorney Mike Nifong and a police investigator.

University of the Pacific rape cases have links
April 3, 2011
SACRAMENTO, CA- Newly released records in Sacramento federal court reveal the complex and bitter story of a young woman who sued the Stockton school after she was sexually assaulted in campus housing.

The once-secret records reveal the sometimes wrenching details of the university's investigation into rape, how life changed for the victim and why she chose to leave the school that recruited her to play basketball.

U.S. District Judge Frank C. Damrell Jr. ruled she failed to prove her allegations that the private university had been indifferent to her sexual assault or had retaliated against her, as outlawed by Title IX of the U.S. Code.

Cobb-Hunter: Rape, incest victims further 'victimized' by House bill

The failure of state legislators to allow rape and incest victims access to taxpayer-subsidized abortions is "unconscionable," Rep. Gilda Cobb-Hunter of Orangeburg says.

SOUTH CAROLINA- Last week, the Republican-controlled South Carolina House defeated amendments by Cobb-Hunter and fellow Democrat Rep. Bakari Sellers of Denmark to legislation sponsored by Rep. Greg Delleney, R-Chester.

Under the federal health care reform law, health insurance plans offering abortion coverage are allowed to participate in a state's health exchange, mandated to begin in 2014. Delleney said the law also allows states to opt-out of offering these plans, several of which have already done so.

"The amendment doesn't force a person of conscience from having to support paying for abortion insurance coverage with tax dollars except to save the life of the mother," Delleney said. "Only about 12 percent of abortions in this country are covered by insurance. Most don't use their coverage to pay the costs.

House abortion bill redefines rape, incest exceptions
                                           Photo provided by Yahoo! News
YAHOO NEWS- A bill to limit federal funding of abortions is redefining rape and incest, writes Nick Baumann at Mother Jones magazine.

Forcible rape has no formal definition under federal law, Baumann notes, but legal experts and abortion advocates told him that the new wording would most likely prevent Medicaid from paying for abortions for victims of statutory rapes not involving the use of force.

Baumann's sources also told him that the revised wording might also disallow funding of abortions in cases where perpetrators used date-rape drugs on their victims, or targeted mentally incapacitated women.

Indiana Shoots Down Rape/Incest Abortion Exceptions
                                            Video from YouTube.

INDIANA- The Indiana House, on Thursday May 31, 2011, passed a bill, HB 1210.
The bill would force women to carry pregnancies past 22 weeks to term, even if the father of the fetus is their rapist or family member.

The only reason a woman could get an abortion after 22 weeks is if carrying the fetus to term would result in the woman's death or "substantial physical impairment."

Even then, her doctor would be required by law to perform the abortion in a hospital with a prenatal unit, and in the way that "would result in the best opportunity for the fetus to survive."

The bill passed with overwhelming support, 72-23. State representative Gail Riecken, a Democrat, tried to amend the bill to include exceptions for rape or incest, but her amendment failed.

Among the amendment's critics was Rep. Eric Turner (Republican), who wrote HB 1210. He argued that the amendment would provide a "loophole" to women who wanted abortions.

They would, he suggested, lie about being raped. "I don't want to disparage in any way someone who's gone through the experience of a rape, or incest," Turner said, "but someone who is desirous of an abortion could simply say that they've been raped or there's incest."
Federal funding is only allowed to pay for abortions in the case of rape, incest, and when the life of the mother is endangered.

But a new bill with 173 co-sponsors would further limit federally funded exceptions, only allowing Medicaid to pay for abortions in the case of "forcible rape."

Rape and Abortion: Is there a link?

GOP Indiana State Rep. Eric Turner: Women might lie about rape, incest to get an abortion

NY DAILY NEWS - Indiana State Rep. Eric Turner caused a firestorm this week after arguing women might lie about rape or incest in order to get an abortion.

Turner made the controversial remarks during a debate on an amendment to a strict anti-abortion bill that would prohibit women more than 20 weeks' pregnant from getting the procedure.

Except in the case of rape or incest. This is what Turner called a "giant loophole."

The amendment in Indiana failed 54-42, but the bill itself passed in the House 72-23. It also requires that women be told that the procedure carries a risk of breast cancer before getting an abortion.

State Representative Gail Riecken (D) has urged her colleagues to consider an amendment that would provide exceptions to the law for women who were rape or incest survivors.

Why Do Politicians Want to Punish Rape Victims?

The bill, if signed into effect, will cut funding for rape victims and require them to pay for their own tests and rape kits.
